Do you build in Tampa's FEMA flood zones?

What's the difference between City of Tampa and Hillsborough County permitting?
If your property is inside the City of Tampa limits, you permit through the City of Tampa's Construction Services Center. If your property is in unincorporated Hillsborough County (Carrollwood, Lutz, FishHawk, Riverview, etc.), you permit through Hillsborough County Building Services. The fees, plan review cycles, and inspector pools are different. We manage either path.
Can you build on a lot I already own in Tampa?
