The City of Tampa's permitting office runs differently than Hillsborough County's. The Florida Building Code applies statewide, but how it gets interpreted at plan review changes block to block. FEMA flood zones stretch across Bayshore, Davis Islands, Westshore, and along the Hillsborough River — every coastal or near-water build adds base-flood-elevation review.
HOA architectural review is required in Westchase, Tampa Palms, and most of New Tampa. The City of Tampa's Architectural Review Commission has jurisdiction over Hyde Park's historic district. Setbacks in South Tampa lots are tighter than the city's typical R-50 minimums because of legacy plats.
