Inside City of Tampa limits, you permit through the City of Tampa's Construction Services Center — own plan-review office, own inspectors, own fee schedule. In unincorporated Hillsborough (which is most of the county geographically), you permit through Hillsborough County Building Services — different review cycles, different inspector pool, different submittal portal. Temple Terrace and Plant City each have their own municipal permitting offices.

For most homeowners this is invisible until you hire a contractor who doesn't know which AHJ owns your address. Permit delays at the wrong office cost weeks.
